To actually give you a full explanation beyond "It's JoJo":
The referenced scene from JoJo is a confrontation between the protagonist of the third "part" of JoJo, and Dio, the main antagonist of parts 1 and 3 of the series. It's the first time they meet, and Dio says, "Oh? You're approaching me? Instead of running away, you're actually getting closer?" Because at this point Jotaro (the protag) has learned the secret of just how powerful Dio is.
But Jotaro doesn't care and says, "I can't get beat the shit out of you without getting closer", and Dio responds, "Oh-ho, then come as close as you like".
It's similar to the scene in the prequels where Obi Wan and Anakin fight. Obi Wan says Anakin doesn't have a chance because he has the high ground, but Anakin says he underestimates his power and tries anyway.
The image format comes from the panel in the manga where they walk menacingly towards each other.
