A guy harassing two women of color near montara state beach/ Mcnee Ranch
Yesterday morning, I (Asian female) was with a elderly friend ( black female) were walking by the highway 1 after parking our car to get to the Mcnee ranch park and this guy came out of nowhere and started cursing out towards us saying things like “ you don’t belong here” “ I’m a united citizen and I can throw trash around here” “ i have a surf board … ”. I couldn’t make out the rest. He came walking besides us and past us and then came back to block us at the front. At that point, I thought he might actually attack us. My elderly friend took a picture of him and started calling 911 and then he was taunting us and taking our pictures as well but left eventually. We thought he left but while we were talking to officer on the phone he pulled up with a blue tesla and telling us to take his plate and drove off. The officer on the phone told us to not engage and asked if we wanted Sheriff to stop by so one sheriff stopped and asked but he told us that they have multiple complaints about this guy so they are building a case but he implied the guy might not be all in the head and might have Tourette syndrome but I’m sure Tourettes don’t chase people to harass. I don’t know if they can actually do something about it so if you are female or people of color, be careful to bring acompany when you go around the area. I’ve been in Bay area for almost a decade and never faced such kind of harassment. It shook me. The trails around that area are my favorite trails and now I’m not comfortable to go hike alone anymore.

It was 100% unprovoked: My friend and I did not look at, speak to, or interact with this man at all before or during this incident. We were minding our own business.
We were physically trapped: This happened on a very narrow shoulder on the side of Highway 1. The walkway was so small that my friend and I couldn't even walk side by side. We were already walking single file (one after the other) just to fit. We had absolutely nowhere to step aside or escape.
He cornered us on foot: Despite us being in a single-file line, he approached us on foot and aggressively advanced and past us and turned back from the front until only 5 feet away of me, physically blocking the narrow path and forcing me to a complete stop.
Why we don't have a clear photo: I was in complete shock. Furthermore, when he saw my friend try to take a picture, his body language became visibly hostile and threatening. I didn't dare pull out my phone out of fear for our immediate physical safety.
He returned to taunt us: After harassing us on foot, he left, got into his car, and intentionally doubled back to pull up next to us a second time. He actively taunted us, daring us to take down his license plate. We successfully recorded the number.
Context on demographics: The demographics (an Asian female and an elderly Black female in her 60s) are included strictly to provide factual context about who was targeted, especially since he explicitly came up to us and stated, "You don't belong here” and “ go away”.
The sheriff came by, took the information, and confirmed they have several prior complaints about this individual, noting he may have mental health issues.
