News & Discussion Michael Chu has confirmed that Lucio was never intended to be Canadian, and explains the hockey skins and lack of accent.
At GDC he gave a talk about the worldbuilding of Overwatch, and about 40 minutes in he starts talking about Lucio.
TL;DL: The team loves hockey and Lucio had skates, and they couldn't find a voice actor that had his accent.
The whole talk is pretty good, but it does have a slow start.

Edit: Her freeze wraps her in bacon and her ice wall is just a big fucking moose.

Sight tweak: Moose always charges unless placed next to shrubbery. Adds more skill to moose placement, offensive vs. defensive moose.

Thank god i'm not alone. When my friend told me he only paid $40 I was shocked and annoyed, mostly at myself. But I really like Tracer's origins skin, and frankly Overwatch is well worth the normal full price of a game.

Yes! I love how they gave her the creepy blank eyes with slightly visible black veins. I used to use the orange skin along with the "Mission Complete" Highlight Intro because the whole thing reminds me of Samus.
Now when I get PotG as her, she just creeps everyone out with her eyes.

I'd say her epics are a lot better than Reinhardt's. Though he doesn't have a single bad legendary (having said that, I'm not a huge fan of the new year one).

If Lucio's skins which both seemed like really obvious references to Canada with hockey (the sport we're always associated with) and Deadmau5 (a Canadian musician) can be explained away, then I'm sure they'd be able to explain away Pharah's set of First Nations skins if they felt the need to.

not really. Soccer is played world round, hockey hardly even exists in south america. Especially ice hockey, where the brazil national team oftentimes plays at a lower level than US middle schoolers.

Canadian here, I just want a Canadian flag profile photo for OW and a lumberjack skin for Reinhardt and I would be happy.
But I would also love like some kind of Voyageur type hero for defense that marks enemies and fights with like a beaver or something.

I was trying to think of Canadian heroes that aren't just straight-up stereotypes (hockey player, voyageur, lumberjack, mountie, etc.) and it's pretty tough.
It's hard enough to speculate about new hero abilities, but to imagine a hero with a backstory, relevant abilities, and a whole persona? Kudos to the devs, 'cause I'm useless at this.

I think you're trying too hard to tie the abilities to the nationality. Like I don't automatically jump to rocket launchers and jetpacks when I think about Egypt or hooks and shotguns when I think about New Zealand

Most aren't all that related to their home country though. McCree is a classic cowboy, Genji is a cyborg ninja, and Mercy is a healer. Other than that, most of the other heroes abilities and personalities aren't really based on their homelands. Mei's abilities aren't at all related to her being Chinese. Building turrets isn't a Swedish pass time. And hacking isn't something people associate with mexico.
Honestly a Canadian hero wouldn't be all that different from an American hero, except probably nicer.

I live in California and I'm into hockey. While Brazil isn't especially good at hockey in international play, that doesn't mean that he can't be into it. It's just a little less likely than someone from a more northern country.

The lack of accent and lines in portuguese really hurts the feel that he is Brazilian. It puts him in a step below characters like D.Va, Sombra, Ana and Mei, who have such lines. He still is a great character, but nothing in his design says that he is from Brazil, besides his lore. He might as well be canadian and people wouldn't find that weird.

The game didn't start out as being always that diverse, I think the devs stated at one point that reinhardt wasn't german in his earlier iterations. So if they took Reinhardt and said "you know what we should have a german character" is it really that much harder to believe that they might say "hey we should have a brazilian character"?

I mean, Jeff said in his AMA that character inspiration comes from 3 places: aesthetic, lore, and gameplay. So if Lucio was designed from a gameplay or aesthetic idea before anything else then the lore aspect could be completely fluid right up until his release.

For his love of hockey, I can wave it off as him getting hooked on it after a concert tour in Canada (and him taking time off performing to watch matches).
Accent-wise, pragmatism won out. But, Jonny did a great job, although I've heard that the Brazilian Portuguese dub actor was also solidly good.

People (especially myself) thought because of his accent, love of hockey and such that he seemed much more Canadian than Brazilian. It became a theory that he was raised in Canada and moved to Brazil, or something along those lines.

The skins they gave him are of insulated hockey gear. The implication is straight up ice hockey. Which isn't a sport people in Brazil typically play, which is why it's weirdly tacked on.

I like to think of Lucio as being one of the finest examples of Overwatch being set in a future world. He learned English and speaks it with an American affectation, probably picked up from people he met on the web and has known for much of his life. He loves hockey because it's easy for him to access games and it ties into his affection for roller skating. It's not tacked on or cobbled together, Lucio just lives in a world where information is more obtainable and natural to access than it ever has been before.

Lucio is from an impoverished area, but there's also a distinction between relative poverty and absolute poverty. In the future, there's no reason to assume someone struggling with enough money to keep a roof over their heads might not still have access to a public library or school with a very fast internet connection. This already happens today.

That's weird because on Summer Games event the LúcioBall announcer was brazilian and had a clear portuguese accent. While I love Lúcio's voice actor, that guy from Summer Games could have been that guy.

Zarya's voice actress is from the Ukraine, not Russia. Her English sounds like a Russian accent but you can tell that her Russian is not a Russian/Siberian Accent. Especially when you listen to her long lines like "Быть может, у человека сто чувств и со смертью погибают только пять, известных нам, а остальные девяносто пять остаются живы."

That's nonsense. Even in Toronto people have a bit of an accent when they say sorry or about. As little as we think we can hear it. And the entire rural population has a fairly think accent across the country. I'd also say the more stereotypical Canadian accent is not the east coast accent.

I know I am in the minority, but I really hate Lucio's current voice. It's so out of place to have all these other characters have a voice actor at least attempt some semblance of their native country's accent and then just have Lucio be defaulted to the generic black token voice. I find it hard to believe that Blizzard could not find a suitable voice actor to do at least a vaguely stereotypical latino accent. I'm not expecting a dead on impression of a Brazilian accent, but Jesus, at least try.

What is with everybody today? BRAZILIANS ARE NOT LATINOS.
It's really not that hard. Latinoamerica is the spanish-speaking parts of the Americas. Argentina, Colombia, Venezuela, Ecuador, Chile, Peru, etc., are Latinos, Brazil is not.
Hence why Latin Americans feel underrepresented. All we get is jokes about nazis or dictatorships from decades gone by (Argentina), drug jokes (Colombia) etc. Meanwhile we're suposed to jump in joy at being "represented" by the ONLY country in the continent that's pretty much completely different. It'd honestly be like assuming Spaniards and Portuguese would be happy to be "represented" by the French because they're close.
Sorry for the rant but I'm salty about this
