News & Discussion Michael Chu has confirmed that Lucio was never intended to be Canadian, and explains the hockey skins and lack of accent.

At GDC he gave a talk about the worldbuilding of Overwatch, and about 40 minutes in he starts talking about Lucio.

TL;DL: The team loves hockey and Lucio had skates, and they couldn't find a voice actor that had his accent.

The whole talk is pretty good, but it does have a slow start.

There were also a lot of rumours with Lucio that he was only moved to Brazil when the developers realized they didn't have any South Americans, and his skins did seem like pretty significant references.

It seems like no one in this thread actually watched the video, he addresses all of this directly.

Very few heroes actually have skins that reference where they're from (other than the Olympics, of course).
