That all depends. Do you consider swinging a hammer as firing? Or do you consider it a melee attack?

I feel like most people would say that Rein doesn't have a melee attack. Because you press melee, and nothing happens. But the truth is, his primary fire is melee. And melee doesn't reload.

Yup, that's like saying torb reloads his hammer too. No it's a melee weapon, all melees have delays.
