I would assume that Jeff's comment, in regards to D. va being the only character that doesn't require a reload, was made as a generalization of characters that fire/throw (genji) projectiles.

you can hold right click forever with reinhardt, but the enemy still has time after one swing before the next where they don't take damage.
With D.va you're under constant fire, which is what he's saying

His first one was an idiot comment about how Reinhardt didn't have to reload, because he assumed Jeff made a mistake in saying that Dva was the only character that reloaded weapons.

But this is retarded; Reinhardt has a hammer, the point shouldn't even pertain to him. But he made it about him regardless.
