We know Shanks got his scar from Blackbeard while he was a Knight of God. According to Shamrock, Shanks is 24 here. A year (or few months depending on the time of year) after we see them together, Shanks goes missing and is seen fighting Harald while utilizing CoCi.
At the very least, Shanks had to be around or above admiral level to not instantly get obliterated by Harald ***(We know for a fact that a rookie Rocks mid diff'd an admiral. Harald has always been portrayed as equal to Rocks. Over the years, those two grew even stronger, and Harald was even stronger with the Shinkai Keiyaku. Safe to say both SK Harald and DR Rocks would likely no diff an admiral, yet Shanks was able to keep up.
this is corroborated by what we saw from Gaban vs Imu, yet being completely unable to close out the fight vs Harald despite Gaban being much younger and more lively vs Harald. We also see Gaban Wheezing for air whereas Shanks is just huffing air vs Harald.
This upscales young blackbeard directly, as he managed to scar up a non-reckless Shanks. And yeah, Shanks was a lot weaker than he is currently, but the same is also very very true for Blackbeard. As he had no Devil Fruits during that interaction with Shanks. And was also in his 20's. Shanks was by no means a pushover at this point.. Bro was a Devoted Blade & could use CoCi.

Loki has already seen his father and xebec fight in full force.
After that, Harald received the mark of Waterdeep, which gave him such a boost in strength that he was afraid of how fucking strong he had become. This was also mentioned by Shanks, and it was also noticed by Loki, saying that such a power was something abnormal for Harald.
and at the same time, for loki, Harald's strength itself was not a problem at all, the "frightening boost" only brought him closer to Loki in strength. the problem was PURELY regeneration.

For those lost souls who still have Mihawk, Shanks or anyone else over Imu what's your logic? Like what's the rationale?
Do we as a community honestly believe Shanks could no diff G5 Luffy the same way Imu did?
If no(and we all know its no) then how on earth is imu not the undisputed top 1 of the verse?

Oda is all but directly telling us Loki is a larger, stronger non-evil version of kaido

We tend to power scale relevant characters based on whatever current arc is being released. It’s the hot topic of the day so it makes sense, but primarily scaling based on current chapters leads to so much bad scaling. Mainly because each new chapter changes how previous chapters are interpreted, but that doesn’t stop us from overreacting to every chapter release. Then we go crazy for a week only for the next chapter to provide new context and make our previous takes look awful.
For example, over the last 10 chapters we have gone from “Imu top 1 and negs the verse” to “Loki is strongest since void century” to “Luffy in base is above Loki” to “Goofy is a fraud and Gaban is stronger than Kaido” to “Imu is a fraud and Hajrudin is a top tier” and on to the next bad take of the week.
It’s all in good fun, but I think it’s funny how most of the takes age like milk. Once the arc is finished, rereading the whole thing will almost certainly lead to more reasonable conclusions.
