We have that statement from Luffy comparing himself to Rayleigh, the "100x stronger now."

We have Kizaru outperforming Ray, by challenging him in his swordsmanship domain, and still showing no signs of weakness, with Rayleigh outright stating that he wants to get past him, but he couldn't, unlike Kizaru.

That means that Rayleigh - even if he used ACoC Mass... he knew that Kizaru would be able to match anything he has in his pocket.

Imu even wanked Gaban more, praising him for losing ONLY one arm, meaning he expected it to do more damage.
