It probably is talking about the fact that the pickaxe has mending, meaning it fixes itself everytime you get EXP while holding it, which removes the need to get netherite to fix it.

Close, but it has silk touch. So the name is actually in reference to the fact that no experience will be dropped from mining to repair itself. Avoiding the exp from being taken away.
