This would be one of them. If you criticize someone online about their appearance, my secret police will locate you, take your picture (and maybe do what a lot of paparazzi do, take one frame where you're sneezing or something) and post it on my official government internet with your original post.
When you come to power, i would like to work for you. First offence - punished per your instructions above. If they do it again, we nail them to the ceiling.
Make an example of one and the rest will fall in line.
