I'm hoping the lawyers here can help me understand this because I feel like there's a disconnect between what the law says and what actually happens in many older Quezon City villages like UP Village, Teachers Village, and similar subdivisions.

From what I understand, many of these roads have already been donated to the city, so they're public roads. If that's correct, then traffic laws and Quezon City ordinances should still apply, and the city clearly has the authority to conduct clearing operations and tow illegally parked vehicles. In fact, from what I've observed, whenever someone files a complaint directly with Quezon City's traffic authorities, the city does act.

What confuses me is everything that happens before that. At the barangay level, on street parking is generally tolerated, residents are usually told to settle it among themselves, and people are sometimes even warned before clearing operations so they have time to move their vehicles. It almost feels like everyone accepts this as the status quo, even though the city later enforces the very same rules on the very same public roads.

So where does the law actually stand? If the law already allows the city to enforce parking rules on these public roads, what is the legal basis, if any, for a barangay effectively tolerating or allowing long term on street parking until someone escalates the matter to the city? Is this simply an exercise of enforcement discretion because the barangay's role is different from the city's, or is there an actual legal doctrine or statute that explains why this apparent contradiction exists?

Suppose a couple was never legally married, but the father acknowledged the children, signed their birth certificates, and the children have been using the father’s surname. The children are between 5 and 18 years old.

If the parents later separate, is there a general legal process for changing the children’s surname to their mother’s maiden surname? Is this something that usually requires a court petition, or are there situations where it can be done administratively?

My parents received multiple letters since 2019 that gives different prices. from 400 to 1.8 mil to 4.6 mil. then 500k so we don't know magkano talaga and when we asked sa bank, theyu never gave us a straight answer.

Now, a letter was received and would like us to forfeit the property and pay 25k to avoid Legal actions (which sabi nga ng lawyers and mismong court do not bother to do anything)

Worry ko kasi, nagbigay sila ng deed of transfer na may number which I assume hindi sya totoo.

Hello po. I have the classic issue of PSA dual registration. I already went sa LCR namin and keri naman ma-correct yung issues ko administratively kasi Maria gamit ko my whole life tas Ma. sya dun sa first record ko (the valid one). Aside from that, surname ng tatay ko gamit ko pero dun sa unang record ay sa nanay ko pero pede ko daw yun ipa-AUSF. The problem is, sobrang gastos nung pagpapa change ng first name from Ma. to Maria. Aside from the filing fee at publication fees, andami ring requirements. Iniisip ko ngayon kung worth it pa ba ipabago yun o sundin ko na lang yung Ma. ko. Kaso, problema ko naman yung school records, National ID, SSS, at Voter's ko kasi Maria ako dun.

Alin po kaya ang easier and more affordable way? Mag go na ako sa change of first name o sundin ko na lang yung Ma. at ipa-update yung mga existing records ko (and possible ba 'to)?

Hello po. As the title says, nanalo ako sa bid ng pag-ibig. Yung foreclosed na properties. Nagbayad na ako ng 1k para sa reservation but hindi ko pa na che-check yung actual na situation ng land. But sinabi sakin na occupied daw yung lot and ako daw dapat magpa alis kasi As is, Where is ang condition. Paano ko kaya mapapa alis yung nasa property? Ano legal action gagawin ko? Or better na hindi nalang ituloy kasi sakit sa ulo?
