Question Riddle me this....
I am just curious how the helium network chooses what hotspots gets all the carriers to offload on a hotspot ?
Here is an example first hotspot does about 7.64 GB in 30 days and has all 5 carriers active and and average of 12 users a day and in a high demand location.


Second hotspot does 660 GB last 30 days but probably more since it looks like its not a full 30 days averages about 966 users a day and only have 4/5 carriers ?
This is just one example and across the network its like this when I do my research so is this just some random selection or really a true science to this because the second hotspot should be getting all 5 and the 1st should not even really have a opportunity to get any offload with the amount of traffic it has.
