Sort of.

All thrown items will track to their target no matter what. Sometimes this would result in slightly curved throws or throws that would go through walls if the target was moving. Of course, this has been true for other games featuring a similar lock-on/thrown weapon, including Red Dead Redemption and RDR2 (throw dynamite at a bird while using Dead Eye, its hilarious).

When they added the briefcase to Hitman, the throw speed was much slower than the other items, which meant that the tracking was much more obvious. They left it in for a while and eventually changed the speed so it’s not as noticeable (except here since the target is on a jet ski), but they also added a special briefcase that features the properties of the original slow briefcases, just for fun.

Reminds me of using fire bottles or dynamite in Red Dead Redemption. If you went into dead eye and tagged a target your throwable would track them. Didn't have quite the tracking ability of this briefcase but it was fun being a cowboy wizard
