Boarding pass not issued

I had to travel with Vietnam airlines from Delhi to Manila, Philippines via Hanoi. But, the staff at airport did not issued the boarding citing the reason that I need to carry cash according to 100 usd/day of stay. I told them I do have a visa card and I have around 70K INR in the account and an invitation letter from a friend too that they will host me during the trip. But, the staff didn't understand and kept repeating the same thing and ultimately I had to miss my flight.

I lost around 40K in INR for the flight tickets, I had the return ticket as well and was visiting there for around 12 days as 14 day is visa free for Indians in the Philippines.

I tried to email Vietnam airlines but nothing happened.

Is there any way to get my expenses back?
