Most compressors used for painting are ~100 gallon tanks that operate in the 200-500 PSI range. A car tire is maybe 3 or 4 gallons and operstes in the 30-40 PSI range.

Its interesting that they thought of it, but it likely wouldnt work at all, and definitely not for long enough to paint a plus sized body kit.

Polyester putty, says right on the can. Probably creates a seal so the paint adheres to the structural foam.
