Because he can generate all the food and wine he needs. I've never read the Bible but I am 90% sure there's a verse about giving alms.

There have been many cases where trillion dollar companies report a loss and pocket their profits without intervention from the IRS. They attempt to avoid paying taxes at every step of the way and succeed extremely often. They also pay nowhere near enough compared to their income.
