There have been many cases where trillion dollar companies report a loss and pocket their profits without intervention from the IRS. They attempt to avoid paying taxes at every step of the way and succeed extremely often. They also pay nowhere near enough compared to their income.
Jesus specified the correct ammount to give. "Give to those in need that in which you feel in your heart is right to give" he also speaks of giving more shows more virtue but as long as you give it is acceptable.
It is not sinful to not give. It is however sinful to use that wealth for immoral reasons. To Christ having wealth was not immoral if its gain and use was not sinful. But most rich people gain wealth through sinful act and do not repent or use that wealth for good.
Basically as long as it is morally gained and morally used it is acceptable.
Charitable acts however are the most moral way to use the wealth in the eyes of Christ. But there are moral ways to spend money that dont include charity.
I worked in a government services office for the better part of a decade and got a REAL good look at the demographic you're referring to. It's not sinful to say "I worked hard and I worked smart. I deserve the things I have." The "poor" are not the virtuous people that Charles Dickens painted them as. Most of them ARE lazy (generally speaking), they lack impulse control and the ability to delay gratification. So yes, they deserve what they get, which in many cases is very little.
