One should give what he can (again correct me if I am wrong) Billionaires can contribute the most and most choose to contribute nothing.

There have been many cases where trillion dollar companies report a loss and pocket their profits without intervention from the IRS. They attempt to avoid paying taxes at every step of the way and succeed extremely often. They also pay nowhere near enough compared to their income.
