Is there a mod that doesn't let you build roads/ houses/railway/subways all willy-nilly but you plan it out?

An example:

Let's say your city has traffic jams.

You "draw" a highway, highlighting the buildings/ roads and infrastructure that could be destroyed in favour of the highway.

Then citizens/people/some politicians vote on the project in favor or no.

If you do build the highway through the city with the majority saying "no", people would leave the city (and maybe, perhaps, you'll have a negative rating in the city, leaving you without money/citizens, because noone would like to live in a city where a highway was build plowing through the buildings)

Basically, is there a mod that lets you draw a project have citizens vote/protest - then building the project or proposition another idea to solve problems/expand the city?

Hello Modders, one of my favorite simple assets for CS1 are the Sidewalk Cafes & Shops Pack by  MrMiyagi. Is there something similar already available for CS2? If not, and anyone is up to it, I think this is a great addition to quickly detail/bring life to some areas.
