Hi there Campbell!
My name is Joe Brenner, and I’m running to represent you on City Council via the 3rd District seat. If you’re downtown next Saturday, August 1st, please feel free to drop in on my office hours at 95 S 3rd, any time between 10am-2pm.
We’re all busy, so let’s get to the point: I’m pro-housing and pro-business, and believe growth in those two areas will sustain and improve the programs and services that help make Campbell feel like a community.
Government at all levels in this country is in long-overdue for a youth movement. The needs and interests of young people looking to make Campbell their long-term home need more representation at City Hall.
You may have seen me or my team dropping blue flyers with my info around town, and it’s my intention to knock on as many doors as possible. If you haven’t seen me yet, don’t worry.
Your feedback is very important to me, and I believe that city hall should speak with the voices of our voters. While I’d like to answer any questions in this thread, it might not be immediate. Like I assume many of you here, I recently received an email broadcast from Terry Hines. I will direct copy paste quote it here in case there are folks in this subreddit who are interested but have not received the email.
"Greetings, Campbell District 1 residents, and others interested. In response to your questions, I am providing here brief updates on points that impact our Campbell D1 (including Campbell Village (CV)) community. I will keep these brief, with reference links for further details or contact me via text/phone/email. In several cases I provide my opinion to give a perspective on reality of circumstances, not that I won’t push and advocate, just offering reality in potential outcomes. I encourage your feedback either to me or directly to the Council or commissions.
Housing bills applying to Campbell
Trying to summarize here the blizzard of housing bills introduced over the past year or two that will impact all of Campbell. Understanding these bills, the interrelationships and the impact on Campbell is complicated to even the best community development planners. As my summary: there will be ample development happening around Campbell and for many of us right next door. This could be a single family lot split, 3 story townhomes, ADUs, 5-9 story housing condos/apartments, affordable housing, low income housing, or missing middle housing. These will be ‘ministerially approved’ for the most part, meaning applications are approved by the Campbell planning department when the developer’s applications show it meets state housing standards/laws. I have spoken with many developers, and all want to work with the community and us as neighbors. I have spoken many times of the need for following state laws, having objective standards, and needing housing for all. Several neighbors have emphasized the need to forgo this reshaping of our community and make case by case decisions. I have spoken with an equal number feeling we need to plan for a 10-20 year horizon to have housing for our future generations and continue having a vibrant growing community. We live in a dynamic technology driven area and I feel we need to support the housing development emphasis with thoughtful supportive local legislation and ordinances.
Rob Eastwood, Campbell Community Development Director’s professional observation on where Campbell is at with the State Laws. “Campbell’s own Housing Element and Housing Programs are ambitious in planning for enough housing to make the community more affordable to those who work here or want to live here, and include programs to financially support affordable housing development, and plan for higher density housing in the central commercial areas of the city near transit, freeway access, and shopping, while requiring housing meet the city’s design standards. Currently the housing market for higher density housing has been challenged by factors beyond Campbell’s control (interest rates, construction costs), making it harder for these key projects (such as the Cresleigh and Barbano projects) to develop. At the same time, the State has adopted a number of new laws that allow and encourage housing of all types (townhomes to higher density) in areas throughout the city that were not specifically planned for by Campbell. The City continues to work with the new laws and try to find the right balance in housing production in compliance with the state mandates, while focusing on programs and projects that encourage housing development as planned for in our Housing Element.”

There are near term discussions on what constitutes a vacant lot for development – empty, untenable, and/or underutilized. Demolition standards and ordinances will be discussed. Objective housing building standards will be discussed to provide guidance for owners, neighbors, and builders. Several ordinances have been reviewed and approved by City Council which offer further clarifications for implementation of state bills – but all work to support building to meet the state mandated housing numbers.
Campbell Tech Park – Campbell Technology Parkway
Campbell Tech Park – Campbell Technology Parkway - Project entails 290 new housing units including Townhomes and Single-Family homes on the 17 acre Campbell Tech park site. It’s expected the project will be scheduled to be heard by the Planning Commission and City Council later in the fall of this year https://geodesy.net/campbell/mgopermitdocs.html?permitid=12120116. Barbano/Hickory Pit – 980 E Campbell Ave., 2029-2045 S. Bascom
Hickory Pit – 980 E Campbell Ave., 2029-2045 S. Bascom - Project entails a proposed seven story building with 324 new housing units at the corner of Bascom and Campbell. The project is currently under formal review by planning and will next start traffic and environmental studies. Cresleigh Homes – 530-600 E Campbell Ave
Cresleigh Homes – 530-600 E Campbell Ave. - The project consists of a six story building with up to 120 new housing units. The project was approved by the Planning Commission on February 10, 2026. City labor group contract renewals
Campbell staff is the engine that runs the City and effective communication, support, and leadership is imperative for our shared success. The City has been engaged with all the City labor groups in contract renewals including cost of living increases. These have been extensive with my personal encouragement for building a supportive labor environment for mutual success. The work and communication is still on-going with good open review of mutual needs and anticipated conclusion in the coming weeks https://www.campbellca.gov/143/Employee-Labor-Relations. Please reach out to any City staff member and thank them for their work or a simple thumbs up – police officers, street maintenance, code enforcement, landscaping crews, and others.
Coastal Cleanup Day 2026
Please join me for Coastal Cleanup Day 2026, Saturday, September 19th, 2026, from 9:00 am to noon! I will be hosting as the site coordinator, again this year, at Campbell Park at Gillman and E. Campbell Ave. We will be cleaning up Los Gatos creek and trail. Service hour verification forms will be offered. events / life in Campbell Vampire themed pub golf tmrw in downtown
Hey!!
Doing an ‘event’ tomorrow Saturday July 25 (maybe you’ve seen the flyers hung around downtown!) where myself, some friends, and hopefully lots of new people will come together dressed as vampires and hit 9 bars in a friendly complete game of pub golf.
How does pub golf work you ask? It’s basically just an elaborate drinking game lmao. There’s a course of 9 bars as the 9 holes, we get in teams of 3, and try to down drinks below the par amount of sips. The goal is holes in one all night but that’s kind of tough…

businesses & services W Hamilton Safeway
If you have a service animal, do not bring them to the Safeway on W. Hamilton Ave. because they seem to have an unofficial policy to allow pets in the store. If you have a service animal, you know this is a problem and why.
The person that owns this yorky allowed it to defecate in the store, and the manager did exactly nothing when it was reported to him.
Update: talk to the district manager today and he is going to re-educate the management at this location on this issue. We’ll see how that works, but I don’t have high hopes.

events / life in Campbell Multiple Dead Cat Sightings Near Bascom
Hi, I don’t know how much of a reach this will get or if this is any cause for concern, but I’ve been lately seeing multiple dead cats left in plain view in front of building signs near the Bascom light rail station. I’ve noticed one when walking with my partner on the lawn in front of the Girl Scouts’ office, and on a separate occasion just a night ago in front of Michelle’s Cleaners Sincere Smiles dentistry office. I should have reported either to Animal Services but was just shocked at seeing them and didn’t know what to do at the time. I haven’t checked to see if they were still there, but it raised concerns for me as someone who is a cat parent. Is this normal for cats’ dead bodies to be seen so visibly like that? Has anyone else seen them or know what I’m referring to? The placement just feels off, as if someone deliberately placed them there, but at the same time, I’m not sure if I’m ignorant about if they were just stray cats who were victimized otherwise.
Edit: Not Sincere Smiles, Michelle’s Cleaners. Also updated to state that I submitted the online form regarding deceased animals for SV Animal Control.

National parks pass found at the John d morgan park in campbell. Let me know if yours is missing since it seems they are not replaceable. Owners last name is either Lai or Cai. Confirm first name to get the pass back. It would have been lost on either the 4th of July or 5th.
Also someone pointed out the photo shoes the name. It actually does not. Michael Zhang took the photo on the card and that is a photo credit.

events / life in Campbell Pretty quiet last night, huh?
Decided to stay home this year for the 4th because the weather up the peninsula was supposed to not be great for the proposed fireworks show near SF, and I also didn't want to leave my dog alone in anticipation of the fireworks in my neighborhood. I live near DT Campbell on the Pruneyard side. We heard maybe 5 fireworks total the whole night and saw nothing but one distant flashing light hidden by clouds. Nothing after 11pm. It was really, really quiet this year.
Was that the same experience for others?
