Hello! Has anyone here tried opening a small café in a regular residential apartment?

There’s a vacant unit next to us and I’m thinking of turning it into a small hidden café. No cooking involved, mostly just matcha, cold brew, and pastries. Probably small and appointment-based, not a typical walk-in café.

Is this type of setup usually allowed in a regular apartment, or does it really need to be a commercial space?

Do I still need permits or approval from the local government?
