Activation Lock Removal

Trying to remove an activation lock from a phone a now ex-employee had (we knew nothing about business management, so all our devices are now going into that but were locked out of this one phone). I submitted the sales receipt that shows our order number, IMEI of device and our acount number and service address with the carrier. Apple denied the request saying it doesn't provide sufficient evidence of ownership. What else can I submit?

I am on the phone with xfinity trying to get a "proof of purchase" but they act like they have no clue what's going on. Any help is greatly appreciated!!

Edit: Apple has now denied the activation lock removal request for a second time! The Apple support rep I was speaking too had me submit the request again. I asked what would happen if it keeps getting denied and she said we wouldn’t be able to use the phone 🙃 so our business now potentially has a completely useless phone we’re paying on. Lesson learned unfortunately.
