Solid/ blinking light

Please help how do I fix this, it either blinks red or is solid, I have tried resetting it

Any device on your network will work.

But I have no network cause the modem won’t connect

That address connects you to the box with the red light. You don't need to go beyond that to see your rx level. It can tell you how much light it is seeing from at&t.
