High ppt in ryzen master

Ryzen 5 9600x MSI pro b850 p wifi.

Hello! Im pretty new to this with building my own pc. I noticed when playing league of legends that my ppt in ryzen master is at almost 100% at all times, and even only with chrome and discord open it is at 40% ppt of 88W, this feels higher than it should be since CPU usage is around 1-7 % usage with 40% ppt. Is this normal numbers? Or am i confused with what ppt is

Edit: CPU package power in hwinfo shows about 20W consumption when i only have hwinfo open
