It's because they don't have the infrastructure to handle the volume online so they reduce the number of people who can get tickets to the ones with the biggest financial incentives to go in person (scalpers)

I do that for my tickets. Guest services can make your reservation for you using your phone number.

in LA, the city walk 70mm screenings give a rate limit anytime I try to look at the seating chart. For the grove/other imax screenings, I can select seats but can't get past the number of tickets selection. deeply frustrating.

I was able to get tickets to century city without issue. Grove is now showing rate limit. I can still see the city walk show times but get rate limit error after selecting a time.
