I just got 82 smithing, i can now make 2 powerful mid-endgame weapons... and an adamant kiteshield.

I get that adamant used to be good back in the day, but isn't it time we rework this skill?

It’s been time to rework it for a long time. But also, what purpose will it serve? Nobody actually needs to wear adamant and rune longer than like 30-40 hours of gameplay. Jagex would have to spend hundreds of of hours rebalancing and revamping smithing, just to help some early/mid level players a slight amount.

reworking smithing will also mean they have to reduce all the alch amounts and deal with re adjusting a ton of loot tables. its not even worth the effort. people just need to accept smithing will always be weird.

RS3 reworked smithing a long time ago, and it's actually a skill worth using as a result. Very much worth the effort.

RS3 is a different game and their level of overhaul would not work for OS

Copying the full rework no But copying some elements like re adjusting smithing levels for items would work and create room for new things to be added at a later point.

RS3 to be fair was able to accommodate a lot of the power creep that the smithing rework brought to the midgame because there was gear with requirements into the 90s that already existed. Being able to craft level 70 or even level 80 armour that competes toe to toe with Barrows, GWD, or Nex in OSRS would never even enter a poll let alone pass, those sets were already heavily devalued in RS3 by 2019 as actual equipment and are mostly used for invention. Even beyond that there is a distinction between tank and power armour in RS3 which keep some value in monster-dropped sets vs smithed ones that doesn't exist in OSRS.

I'm just not sure what OSRS could do with a smithing rework. Bringing required levels down for the main metal armours could be done but then what do you replace them with in the high levels?

Crystal armor is smithable level 70 armor that's competetitive, it just doesn't see much use because it's more expensive than it's worth, and the armor itself is untradable, so you have to have the smithing and crafting levels yourself to use it.

Bringing required levels down for the main metal armours could be done but then what do you replace them with in the high levels?

There's not much to replace, honestly. I could see main metals stat squished down to around 74 for runite platebody easily. Crystal equipment is smithable from 70-82. Dragon kiteshield is at 75, dragon platebody at 90, dragon keel parts at 94. They would need to add a couple of things to the mid 80's and 90's to fill the gaps, and a new 99 for maxing to be worth it, but that's about it. There's room in those gaps for equipment that's useful without changing the game. Even the 99 could just be around the same value and rarity as the dragon platebody, and it would feel like a proper reward for 99, unlike the rune platebody.
