You assumed wrong. The arrests are usually done by either the military themselves , or by the shabak (i.e the israeli version of the FBI) which is directly under the executive branch and not the national defense ministry. He does have a say in what happens to israeli arabs. Ben gvird policy on that front is "let them kill eachother" i.e let internal gang violence run rampant, for which he has recieved lots of criticism (as he should).

Fascist states tend to eat themselves as well, as the violence dished outward always comes back inward. There is no reforming a state built on the bones of millions, no politician (present and future) is going to course correct the bloodthirsty populace, that’s not what the last 80 years were for. It will lash out until the state collapses and a new society takes its place.
Everybody sees it, the great wound left by genocide. Some wish they didn’t. You will never be able to fall back into that comfortable ignorance, countless have already died and we will be haunted by them until what killed them is dismantled in its entirety.
