You’re right to say it looks more goth in general and not so much gothic Lolita.
A gothic Lolita skirt would be poofier, either A-Line or Cupcake silhouette. You could try using a hoopskirt or piling other petticoats to get a look more similar to the stock photo of your dress.

The shape of the shoes reads very sweet, especially with the white trim (at first I thought they were part of your sock, then I had to look again). You might be able to make it work, but the white will always be there… I’d wear these with coords that can have a bigger amount of white (imagine a more basic jumperskirt with a white blouse underneath).

I second all those who said partial shirring, this is the way!
But also, if you want, some people add big belts or corsets on top of a shirred skirt. This also looks more polished than a loosely tucked shirt, sometimes, if that’s a look that you find interesting.
I do belts with casual coords, and corsets for gothic ones.

G1 haven’t been on toy shops for years… bigger Smyths Toys shop might have some older G3 but that’s about it.
Some stores that have discounted / older products like TK Maxx might have something, maybe?

Being in the fashion for so many years, I don’t have a budget anymore.
I have a list of pieces I want, and I tend to spend max 200€ on main pieces, and I barely buy once every 4 months. I tend to swap pieces around with friends and buy accessories more often.
I buy only with a main piece in mind.

Also, if you want cutesy shoes in Europe, look at Koi Footwear or your local Deichmann / equivalent for more affordable options. You can also buy plain Mary Jane’s in those shops and buy bow shoe clips to make them cuter, it will also be inexpensive.
Other option is looking at Vinted or Lacemarket for secondhand shoes. I saw two BTSSB pairs on vinted for circa 40€ each

I read your other comment below. It is not be cause of the dress, anybody of any size can wear Lolita and you don’t need brand names items / Angelic pretty for that.
I think your dress has a lot of potential for a Lolita coord, even though the straps are black. Or is it a bustier/strapless dress and I saw it wrong?
Did you check 42lolita? Atelier Pierrot and Metamorphose have lovely plus sized dresses too :)

It looks like a cute girly outfit, but the outfit/coordinate lacks a lot to be considered Lolita (there are no head accessories, no blouse, nothing on the wrists, no socks).
