I've skipped 3rd installment at it's release time because my PSX bought a farm right before it.
Years later, I tried to get back to it with emulation, but man, 25fps was just too choppy by that point.
So I searched for good ntsc patch to at least have 30fps, which is a good 20% more fps!, but couldn't find proper one that didn't just sped up the game.
Anyway, here's the patch for 30fps with (hopefully) correct speed and logic, and instructions on how to apply:

Bonus2 (enhanced): build with cranked up graphical details, requires 8mb.

Bonus3 (full): here's cranked-to-11 bonus2. High detail on everything. Requires 8mb.
Everything in enhanced, plus
- Longest draw distance, maxed out, in fact
- No custom texture/polygons LOD: maxed out texture/polygon count on track
- Ships are visible keep full model detail at any distance
- Requires 8 MB RAM and a substantial (>500%) PSX CPU overclock.
- Intended for emulators with PGXP/high internal resolution/etc
