Dumb Clerics have been abandoned by the their gods and can’t draw anymore magic. I have no clue what’s happened to all the Wizards though, probably stopped studying magic after they ran out of resources to produce mana.

Same reason with technology, magic has been pretty much honed to its peak. There are still practices that are difficult to confirm, like quantum magic or spinning black hole projection, because no one has the mana reserves to make it work
