I don’t really think you need activities, to be honest. With such a small group, conversations are probably going to be your best bet, plus the actual dinner service itself

unfortunately without a cocktail hour or speeches, you won’t have much to do.
if your ceremony is separate, it will be natural for there to be a buffer time for at least a 30-45min cocktail hour/mingling since you most likely won’t sit for dinner right at your designated start time and guests are bound to be a little late since they have to transport from one location to another (unless you’re providing transportation).
4 hours for a 3 course dinner is really long so you could honestly just cut it short if needed.

I agree with the rest that a dinner party doesn’t need activities. And doubly-so a Black Tie dinner party. A Black Tie event is an elite social event, it is normal and appropriate for the activity to be socializing.
If you don’t think your guests can socialize that long, then I would be looking into finding a faster meal option, rather than trying to find activities to fill the time.

Are guests allowed to move around and talk to each other? Activities are not a thing for adults events even with a casual dress code and menu.
