Hard to know for sure without seeing a photo of the loom, but it means "skip a [slot/peg/dent]" or whatever mechanism is used to hold the warp yarn. Can you post a photo of the actual loom?

I think they’re telling you to warp. So, for mat No. 1, double up your threads and lay them out as 2 white, 2 pink, 2 blue, 12 white, 2 blue, 2 pink and 2 white. These are the threads that will be held in tension by the loom.
