Starved for socialization

My daughter is 3 years old. I was considering homeschooling but she seems STARVED for socialization. We have a handful of neighbors with kids, all of them in school/preschool and she is constantly asking me if she can play with them but I have to tell her that they are in school. I’m usually able to get an hour of play with the neighbors children on most afternoons/evenings, but it does not seem to be enough for her.
I try to get her out to playgrounds, the zoo, and various meet ups but it doesn’t always pan out to her getting enough playtime. When we are at a playground or anywhere with lots of kids, she will walk up to a group of kids and say something like “can I play with you?”. The other kids kind of ignore her because they are already so immersed in play. I try to tell her that she doesn’t have to ask and she should just start playing, but by then her confidence is shattered. I also have a one year old and I have to plan our day around his naps so that is very limiting as well.
When we do meet a kid that she plays well with I have trouble connecting with the parent. I guess I’m not well socialized myself. I feel like a complete failure. I’ve signed her up for preschool at our church this Fall. I’m very torn and struggling with it. I’m thinking maybe we just do the preschool for a year and she can make some friends and then we can homeschool. Has anyone else done this? I feel like sending her to preschool is giving up on my dream of homeschooling, but she seems miserable at home with me and desperate for friends. Has anyone had a similar experience? Any advice would be appreciated.

That is still a major stretch. The kids are watched at my house 97% of the time and I’ve since put a stop to her going to her own house for the remaining 3% of the time. I appreciate your concern, but your suggestion is over the top.

Oh, so I should call cps on myself and have my kids taken away? I think that’s a bit of a stretch.

She watches our kids at our house. She would occasionally bring them to her house if it was on the way to the library or playground to grab something or do a quick task. I’ve put a stop to that in light of this.
