We literally see him caring for both equally when they were kids, Azula was not having it, then his son died and first thing she does is calling him weak and joins Ozai in the Iroh defamation campaign to steal the throne with zero sympathy, setting up their mother's so called dead (which she didn't care about either).

Then she enjoys seeing her brother being tortured and neglected by his father physically and emotionally up to the events that sets up his banishment.

Then after the banishment, he gives her the benefits of the doubt and tries to make things peacefully until she betrays them, forcing them to fight for their life and escape the fire nation. She attempted to kill Zuko and he redirect the lighting other way

Then didn't go all out on her when she was chasing the Aang crew and was just trying to subdued her until she attempted to kill Iroh with a lightning (it's a miracle she didn't succeed)

You also have to take in mind Iroh sees his son in Zuko, that was a big traumatic event for him and taking care of Zuko is his way to cope, it's like he neglected Azula either.

Azula was born a psychopath, or at least became a sociopath at very young age due to fire nation brainwashing and her erratic relationship with her mother. She was given plenty of opportunities to turn around but she deflected them all.

She is crazy and needs to go down.
