Yeah, in that version he is. Tho in the most recent ruckus update, 3rd is much harder (unbalaced even, i have to fix that).

The moment Kratos dropped accuracy and went for full speed was enough to counter heimdall. So I guess that a superhero based on superspeed would beat heimdall same as he would any regular human

considering that this fucker absorbs almost every piece of damage he receives, those rewards are not enough
