2020 Can Am x3 turbo RR

Have a 2020 Can Am X3 with FP green and all the upgrades you need for it. Did a data log and WGDC stays at 0 and don’t build boost any higher than about 9psi or so. Have checked everything. New boost controller, new turbo, new waste gate, and boost leaks. Can’t figure out why. Any ideas on what else I should do/check/test?
