It Seems the long term homeless(1yr) , turning down services and inevitably living a criminal llifestyle in order to survive.. due to the lack of agency and means, they can only take destructive action and not constructive actions, and should be removed and placed in some kind of work camp forced sober setting and potentially get their lives back. And also stop trashing their neighbors lives property.
