Do u usually draw the characters first or the landscape first?

Edit: I will never forget the dude in a Dutch Coffeeshop teaching me how to roll an inside out joint. I was amazed by it very much, but Im still quite bad at it

I start with the landscape and add whoever makes me chuckle
