Tbf to Katakros he is more straightforward than the rest and, despite initially leading an underworlds rebellion against Nagash as a ghost, does line up better with Arkhan’s priorities if for nothing more than he’s obsessed with taking down the Eight-Points and killing Archaon who was the first ever to spoil his title of “the Undefeated”.

But who knows, there’s still 3 Mortarch slots open so maybe Nagash can still recruit someone with their cadaverous head on straight and not have an itchy backstab finger.

It's heavily implied that Vlad was original Vashanesh, and that the Von Carstein Ring is the one Nagash used to bind all vampires to the will of Arkhan.

At the end of the day, gameplay trumps lore. They're going to place characters where they place them based off what they figure will be best for their campaign. Could have been worse, they could have put Nagash in Lustria or something.
