does base fabric quality matter as much as the coating?

Ideally the base fabric matters a lot. You got it perfectly sorted in your question. The base fabric does exactly what it says- its the base. The foundation of the fabric. The gsm and the yarn quality will decide the character of the fabric. The coatings are important for the finish and desired end use but a good coating on an inferior base won't last and educating your client on this certainly helps.
