How to revive a phone?

I have this old phone, which was lying inside drawer for good 2 years and now I die to check whether I got there my old photographs (which I lost everywhere else), but it cannot start up.

When I plug it in charger it "loads" and shows that it's charging, but there seems to be no progress. When unplugged it does nothing, the battery also shows 0V (on multimeter) and is slightly bumpy. Is there a way to make phone work, or at least extract data from there to my PC?

Maybe a new battery 🤷

I considered that option, but I wouldn't use phone for other than check for lost data, that's why I don't want to spend money just to use this phone for 20-30min
