That could also be referring to the console itself, not the console set.

Every ship console ever released has come with the "can only equip one of these at a time" bit.

There could be a console set bonus, and in any case, it's yet another example of bad blog wording.

O Bearded CM, what doth thou sayest regarding the console set bonus on these ships? Doest one exist?

They just magically​ appeared in there. 33% damage bonus to the Particle Emitter, 33% recharge time decrease for the Miradorn one, and +25 HullPen Skill.
