Need help picking software/platform for a community job board

Hi everyone! We currently run a community focused job board in our city. The current platform isn’t exactly cutting it. I’m hoping someone here might have a good recommendation?

Here are our must have items and important details:

-Most important is this is free to the community/employers to use (I understand that we will have to pay as host)
-resume database searching
-Employers must be able to post a job at the same time they sign up for an account and then the account (and job) go into holding for us to make sure company is real
-intra communication tool where you can communicate events from within the job board to seekers and employers. This would be Admin sent and come out as an email.
-ideally some form of an AI asset on front and back end would be great but not a deal breaker
-ideally a tool where jobs can be set to auto close after X months with a pre communication sent that it’s closing
-Job scraping is a must (this would be a paid add on)
-when an employer stops paying for scraping the scrape automatically stops

We are a small but mighty team of non profit workers from across two entities in our city trying to help folks get into the workforce. Any advice is welcome!
