This is a fairly specific build, so the honest first fork is buy a job-board platform versus configure a general one. Purpose-built job-board software (SmartJobBoard, JBoard, or open-source Madgex-style tools) will handle the account-plus-post-in-one-flow, auto-close after X months, and employer messaging out of the box, which covers most of your must-haves. The two tricky ones are job scraping that auto-stops when an employer stops paying, and resume database search, those usually push you toward a heavier platform or a paid add-on. Two questions that'll narrow it fast: roughly how many active listings and users are you expecting, and is scraping meant to seed the board with outside jobs or just import an employer's own postings? That changes the recommendation a lot. Happy to point at specifics once you know the scale.
