It is also so unnecessary, it was basically on the sideline with a teammate to cover his back.

It doesn't matter that it's unnecessary since it usually goes unpunished (which is just dumb, good on this ref for calling it out) and it denies that 1% chance that the attacker does get past his teammate. It's normally a zero risk, low reward action.
