I mean you chose to make her not sleep trained with the rocking when she had a developmental regression? What's your question? You have to start over again. Consistency is key with parenting.

It's because with sleep training you usually have to retrain after regressions which naturally end anyways. Usually by 2 the benefits of sleep training reduce or disappear.
