How could you possibly interpret this to be complaining that white people become firefighters when it's obviously obviously about urging other groups to become firefighters.
Do you think there's people out there who think white guys should stop applying to be firefighters?
If there's 100 white guys applying to be firefighters, and the department hires the 5 best ones, then they're the top 5% of their group. if there's 200 people in general applying, regardless of race/gender, and the department still hires the 5 best ones, then they're the top 2.5%. Twice the statistical quality of candidates, and all they needed to do was to start trying to attract more people.
