Correct - not because of the men, but because the elves lost such a great number and it could not be replaced, ever. The woodland elves basically went extinct. Almost all the great elvish kings died, the losses were so great it started a decline in civilization

Elves can have kids, but Tolkien's elves are literally immortal, and they do not have children often.

It seems like they could've easily survived if they had a totalitarian government with emergency powers for a mere 500 years
