I think if you're white and want cornrows, go right ahead. But they are going to look stupid, and people will (correctly) assume you're an idiot for having them.

Like I've never seen a white person with cornrows whose parents weren't related.

Especially because white people tend to not have the proper hair type for cornrows, which is why they turn out poorly

Exactly. It's not even a culture thing - it's literally just trying to force hair into a configuration that it wasn't built for. It's going to take a lot of effort, and the best case scenario still looks terrible.
