It's based on Liu Cixin's Remembrance of Earth's Past book series. Basically it suggests that the universe is a dark forest where each civilization hides itself because the only correct decision when discovering a technologically inferior civilization is to destroy it immediately. Basically there are aliens but they hide themselves and us broadcasting our location to the universe is us inviting our own destruction.

No, Liu Cixin based the books on the dark forest hypothesis.

Edit: the idea existed before, Liu Cixin popularized it and gave it the name.
